Harlan Cleveland (1918–2008) was an American diplomat, educator, and author. Cleveland served as U.S. Assistant Secretary of State for International Organization Affairs 1961–65 and President Lyndon B. Johnson’s Ambassador to NATO 1965–69.

Cleveland served as President of the University of Hawaii 1969–74 and held leadership positions at the University of Minnesota and Syracuse University. He authored twelve books, including The Knowledge Executive (1985) and Nobody in Charge: Essays on the Future of Leadership (2002.) He was President of the World Academy of Art and Science in the 1990s, and Founding Dean of the University of Minnesota's Hubert H. Humphrey Institute of Public Affairs.
